    What is the difference between moving and stationary charges?

    One difference between moving charges and stationary charges is that

    B is closest although it should say "ACCELERATING charges exert both electric and magnetic forces, while NON-ACCELERATING charges exert only electric forces"

    A charge at constant velocity doesn't create magnetic fields, only accelerating ones do.
