What is Wisconsin's statute of limitations for contributing to the delinquency of a minor?

We know of an adult who hosted a party in which numerous citations were issued for minor consumption. However, the host was never charged with anything. How long do the police have to charge the host with contributing to the delinquency of a minor, should they decide to do so? What kind of charge/ penalty is this?

Providers are subject to penalties of up to $500 for a first violation in a 30-month period, increasing to up to $10,000 and/or nine months? imprisonment for a fourth or subsequent violation in 30 months.

2 years is most likely the SoL on this matter.
