It goes to me. Well considering they probably used it its gone but most likely it goes to the government.
They get to keep any left over campaign money and use it for trips (vacations and hotel stays), office expenses (Louis Vuitton), etc.. They can also donate it to other candidates.

Obviously no one really knows. I would be willing to bet most of it is spent before they formally sign papers or report it.
