I was parked in a permit bay but had no where else to park as it was all permit bays and double yellows. Was told there was a law where as they cant issue you with one!

If you're parked where you shouldn't be, then yes, they can issue you with a ticket.

You are not allowed to park in a "permit only" bay without showing a valid permit. There are no exceptions.

The only way to get out of this is to write a letter to the ticket issuing authority, explaining what you were doing. You will have to rely on their sympathetic evaluation of your explanation.

    Good luck.

They can legally issue a ticket if you do not have a valid permit visible on or in your car.

Even though I've been driving since the 1960s, I've never parked anywhere I'm not supposed to, and I've never had a parking ticket. Do you think there could possibly be any connection between these two things?

Some people call me a goody-goody for acting like this. I just regard myself as a sensible and law abiding citizen.

Sometimes rules and regulations can be highly inconvenient. That doesn't mean you can break them with impunity.

you can appeal and what i would do is apply for a disability badge
    for the elderly person
and put that you were in process of applying for it in the appeal.

On the face of it I would say the questioner has been hard done by!But what has to be remembered is!The person issuing the ticket who is usually a warden has no discretion as he is forced to issue a ticket as part of the terms of his employment!Write or contact the issuing agency and explain the problem!

I am afraid you were parked in an area where you shouldn't have been, so you have no grounds for complaint.

The Parking authorities having been given the Job that Police were entrusted to do before, and are using their self made rules to extract money in Fines. The authorities cannot allow these Specially skilled officials from abroad to use their discretion .A Mini Cab driver had to drop an Elderly passenger and her luggage several blocks away from her Home that they had just passed .The passenger was returning home after a Holiday abroad. (24 Hour Bus Lane prevented common sense)
