What was the reasoning behind the new pit procedure rule in the Truck series this season?

Why did Nascar decide to not let the trucks get tires and fuel on the same stop? I can't figure out how it saves them money and it sure doesn't make the racing any better. Whatever the reason I hope Nascar is not testing this out in the truck series to see if it will work in the Nationwide or CUP series. They have in the past used the truck series as a testing ground for new rules that have then been applied to the other two series.
    Thanks!

In their mind it saves money because you then shouldn't need as many pit crew members. In my opinion this stupid rule does not actually serve the function it is supposed to. Only at the cup level do you see pit crew specialists and that's just in the last couple of years and on just a few teams. Most every guy on a pit crew serves some other function and the race day pit duties are just a small part of their job. I guess it might save a little bit if you can leave an extra guy or 2 back at the shop and not have to pay for food and lodging over the weekend but the extra stops only makes the potential for problems greater. Some teams might stay out too long and wreck, costing them way more money in lost spots and repairs than if they had been able to perform all the needed service on one stop. You also increase the chance of penalties and mishaps with other trucks the more times you force them to pit. It is a bad rule and I doubt that the team owners believe it is effective in saving them much. Artificially forcing more stops has never been good for racing. I have also never liked the smaller fuel cells that also demand the need for more pitting.

Here's their answer off Nascar. com . It's very vague

NASCAR has incorporated several new rules into the series this season, all designed to help teams conserve resources. In essence, teams will not be allowed to run a new engine for more than three consecutive races; the over-the-wall pit crew is limited to five members; and a team can take tires or fuel during a pit stop, but not both -- a rule that will have profound strategic implications for the competitors.

The rule cuts back on the number of people who go over the wall..
IMHO it is a potentially dangerous rule.. There will be times when a
team has a choice of one, or the other, but not both.. Fuel is essential..
Skip the tires, and you may be putting people in danger, or at least at risk..
