All of Airlines require their girl employees to wear skin color matching spandex panty hose.
All costumers, people in the seats... can wear anything (cannot be leather!)

Just about all of them except for Southwest. Typically the airlines dictate the uniform, including which shades of pantyhose are acceptable.

Generally, if the flight attendant is wearing a dress or skirt, they must wear pantyhose, or hose (usually not opaque tights).
Each airline has it's own policy about the shade and type of pantyhose or hosiery allowed, not to mention its own uniform guidelines. The airline I currently work for only allows black or off-black, not nude. My previous airline allowed either nude or black.
Southwest does not have dresses or skirts so therefore no pantyhose.
