What are the steps of designing a webpage?

I have a pretty good knowledge of webdesign but I've never done a website from start to finish. Now I want to make myself a personal website and make it really awesome, I want to learn a lot of stuff with it, and use it as my portfolio.
The only licensed software I have is Expression Web 2.0 from Microsoft.
    How do I start?

You only need Notepad really. Simply create your website using Notepad and put it online.

Start to finish, you say? Okay here are the basic steps!

    Step 1:
plan out how many pages and how they will connect. Make a flow chart.

    Step 2:
    Start a folder for organization.
main folder > images folder, scripts folder, notes folder (can also be a scrap folder or place for holder extra, old or source files)

    Step 3:
Decide what each page will contain. For example: You have a bio page, gallery page, contact page and about page. What do you want your bio/about page to say? Write it out. What images do you want for the gallery/webpage? Put them in a folder inside your website folder.
Get yourself organized before you even begin opening a program or start writing html coding.

    Step 4:
Sketch out what each page should look like. This will help you in keeping the pages uniform and just overall inventive and creative. It's also a good idea to keep these sketches as a portfolio element itself.

    Step 5:
Start first by building your index or home page and branch out from there. Use html coding as needed, but most of this will be through your program itself, from the sound of it. Look up a few tutorials on the program itself or html if you get stuck.

    Step 6:
Make sure everything is linked and working correctly.

    Step 7:
Put the website up (publish) and start telling your friends and everyone about it. You can either publish with the program itself or use the html pages created themselves for uploading on a separate site or server.

    Step 8:
Update! Remember to keep your site updated from time to time with new work and to keep people coming back. Have fun with it and don't be afraid to ask questions or scrap designs altogether.
    Good luck!
